Calon yang memenuhi syarat kelayakan adalah dipelawa untuk memohon. Syarat Kelayakan Permohonan Pemohon dan ibu bapa merupakan warganegara Malaysia. Pemohon atau ibu atau bapa lahir di Selangor atau pemohon telah bermastautin di Selangor melebihi 5 tahun. Permohonan ini adalah terbuka kepada penjawat awam dan orang awam.
